Issues discussed in the JCC Meeting held on 18 January 2010 and not implemented till date-Review of status of the decisions.
Necessary efforts may be made to expedite implementation of the decisions taken therein with particular reference to Ph.D Allowance, enhancement of Lounge Subsidy and making necessary arrangements for providing snacks to the Officers in the Officers’ Lounge.
As regards extending medical facilities to the working spouse (as at item number 8 below), it was recommended that a view may be made to adopt total medical facilities as in RBI.
Foreign Training-The contents of the circular displayed on the NABNET on deputing the Officers on foreign training, may be examined so as to make it more specific.

Delay in implementation of DDM package (Ref. NBOA letter dated 15 June 2010)
The Report regarding facilities and amenities for DDMs had been submitted.It was informed by HRMD that the report will be placed in the next MC meeting for decision. The issue of workload of DDMs is under discussion between HRMD and CPD and would be expedited.

Opening of SRA in all centres
It was decided as follows:-
New Delhi RO- Possibility of setting up of SRAs in the Bank’s own Group ‘B’ flats at Gaziabad to be explored.
Kerala RO - Possibility of setting up of SRAs in the Bank’s own Group ‘B’ flats at Thiruvananthapuram to be explored.
RTC, Mangalore-The Bank’s own building under construction has the provision of SRAs. Further, until the construction work is completed possibility to set up SRAs for the interim period to be explored.

Furnishing of SRA
It was decided to complete the work expeditiously, say within the next 3 months, in terms of the guidelines already issued.

With a view to fine tuning the policy as regards allotment of the Bank’s VOFs to the OICs, HRMD-PPD to examine it and put up for consideration of MD.

GAD to review the position and expedite setting up of additional VOFs with particular reference to Kandivali.

Visit of Senior Executives periodically to SRAs & VOFs
A committee consisting of DGM(GAD) and a representative from the NBOA may undertake visits to the SRAs and VOFs on a quarterly basis and submit a report to CGM(GAD). They may prepare a check list to facilitate the same.

Denial of transfer benefit to officers even after completion of tenure (Ref.NBOA letter No.205A dated 13 May 2010).
The case pertains to providing the transfer benefits to the working spouses in NABARD. The forum was apprised that the case had already been examined and put up for consideration.

Proposed move of the Bank to deny HA to DDMs
HRMD to discuss the issue with the NBOA’s representatives.

Allowing officers to rent out both the houses acquired out of Bank loan.
The case has already been examined on the lines of RBI and the same was under consideration.

Replacement of crockery (Lounge & Tea) and monthly meeting of Lounge Committee.
GAD advised that, in respect of Head Office, the supply orders had already been placed and as regards ROs, instructions had already been reiterated to all the Administrative Units. A circular would be issued for regularising monthly meetings of Lounge Committee to review the upkeep and monitoring of Officers’ Lounge in HO and ROs.

Non-stoppage of contribution towards MAF membership even after 15 years of contribution
The issue may be processed by HRMD-PPD independent of the decision as at item No. (13) above.

Opening up of GSLI membership since the terms & conditions have changed now.
To ascertain the position from RBI and on the lines thereof, examine the issue and put up the same for consideration.

Issues related to forcible allotment of Group 'B' flats to officers on transfer.
Officers in Grade ‘A’ may be allotted the Bank’s Officers’ flats/ leased flat only. However, as regards allotting of Group ‘B’ flats to the officiating Officers in Grade ‘A’ (upto one year from the date of their promotion from Group ‘B’ to the Officer Cadre), the issue to be examined further.

Withdrawal of the circular issued by HRMD, discouraging the officers from seeking information under RTI Act, 2005.

Rotation of officers as per CVC guidelines
It had been made clear that the aspects relating to rotation of Officers were being taken into account during the time of annual rotation of Officers. Further, special attention would be given to the same in the future rotation.

The second Meeting of Joint Consultative Committee [JCC] held at HO, Mumbai on 28 June 2010 had taken several decisions,of which,the decision on undernoted issues are yet to be implemented even after 14 months.The details of the said issues are given below:
